BCSC was founded in 1992 after George Culbertson had a vision for a small boat community sailing facility at Rocky Point two years prior. He brought his idea to Glenmar Sailing Association, whose members stepped up to help support the concept. Officially, BCSC was a program of the Back River Recreation Council until 2012, when Baltimore County realized that the BCSC had outgrown its parent and BCSC was given status as its own recreation council.
A dance hall from the days of prohibition stood where the pavilion now does and the early days of BCSC ran out of this historic building. Around 1995, the building was in need of too much repair work and the County decided to tear it down and replace it with the pavilion. BCSC relocated closer towards the fence and built the shed/ pen structures that still stand today. Numerous trailers have stood to serve as an office and classroom, with the most recent one slated to open in 2014.
